Dr. Neil L. Horsley is a man of many talents who was born and raised in Philadelphia, but has traveled all over the world to make his mark on it! After graduating from Overbrook High School with honors courses such as Health Science (Physical Education & Recreation), he went onto earn his BS from Delaware State University!
